Medicaid Director (2011-2013)
Julian Harris, MD, was the Massachusetts Medicaid director from 2011 to 2013. In this role, he oversaw an $11 billion program that provides health insurance for 1.3 million Massachusetts residents. During his tenure, Dr. Harris successfully negotiated an innovative Medicaid 1115 Waiver renewal that gave Massachusetts authority to pursue a bundled payment pilot as well as an innovative, performance-based approach to supporting safety-net hospitals. Massachusetts also became the first state in the country to submit a proposal to the Centers for Medicare & Medicaid Services to provide dual eligible beneficiaries with access to an integrated model of care delivery and financing. He also has played a major role in planning for implementation of the Affordable Care Act in Massachusetts.
